Congratulations to our 2025 Kiwanis scholarship winners who were honored at our May 7 luncheon. Each awardee received $1,000 to assist with tuition at Shawnee State University during the 2025-26 school year. They include:
Quincy Merrill, Green, plans to major in either Business Management or Engineering. His long-term goal is to own and manage his own engineering firm while making a difference in the world. Quincy received the highest score, which made him a recipient of the Honorable Judge Paul E. Fowler Kiwanis Scholarship. Read about Judge Fowler and his legacy HERE.
Joey Neal, Minford, plans to major in nursing and start her career working in a Neonatal Intensive Care Unit (NICU). Joey received the second-highest score and also received the Honorable Judge Paul E. Fowler Kiwanis Scholarship. We were able to award two scholarships this year in the judge’s honor due to the generosity of Judge Fowler’s daughter, Jennifer Perry, and her husband, Steve. Judge Fowler’s son, Dave Fowler, is also a member of our club.
Isabella Detwiller, Northwest, plans to major in Early Childhood Education and aspires to teach kindergarten or first-grade students.
Hannah Stockham, Minford, plans to major in Accounting. Following graduation, she plans to obtain her CPA licensure and eventually obtain a school treasurer’s license.
Jackson Shoemaker, Minford, plans to major in Nursing and ultimately work toward becoming a Certified Registered Nurse Anesthetist (CRNA).

About the Kiwanis Club of Portsmouth Scholarship Program
General Information
The Kiwanis Club of Portsmouth, Ohio, a part of the worldwide Kiwanis service organization, comprises men and women desiring personal involvement in the leadership and improvement of the Portsmouth community. The Kiwanis Club of Portsmouth performs local community service with a special emphasis on assistance to youth.
It is this special interest in area youth that has motivated the Kiwanis Club of Portsmouth to initiate a scholarship fund that provides an annual scholarship to deserving area students.
The Kiwanis Club of Portsmouth has been serving our area since its founding in 1921. Since that time we have had as our motto “We Build” and in this tradition we seek to assist, in yet another way, “to build” for the future, for the betterment of individual and community.
What the Scholarship Provides
The Kiwanis Scholarship is awarded each year by the Kiwanis Club of Portsmouth to qualified and deserving high school graduates of Scioto County schools desirous of pursuing coursework leading to a degree at Shawnee State University. The scholarship provides total funding of up to $1,000 during the first academic year that is paid directly to Shawnee State University on a semester basis.
Who is Eligible?
To be eligible to apply for the scholarship the student must meet the following conditions:
The applicant must be a member of the graduating class in the year in which the award is presented.
The applicant must reside in and be attending high school in Scioto County, Ohio.
The applicant must rank scholastically in the top one-third of the graduating class.
The applicant must be sincerely interested in a degree at Shawnee State University.
How do I apply?
Complete the application and associated requirements by midnight on February 28 of the year in which the student will graduate from high school.THE SELECTION COMMITTEE WILL ONLY CONSIDER SUBMISSIONS THAT ARE COMPLETE AND INCLUDE THE APPLICATION, CERTIFICATION OF ELIGIBILITY, HIGH SCHOOL TRANSCRIPT, AND TWO RECOMMENDATIONS.Please follow the steps below.

2. The principal or guidance counselor must certify the eligibility of the applicant.

One of the references must be a member of the high school faculty or administrative staff, and the other must be a member of the community. 5. What if I don’t have online access?

The choice of the award winner each year is made by a scholarship committee of the Kiwanis Club of Portsmouth after reviewing the applications for the completeness of the application and two recommendation forms.
How the Scholarship Winners are Selected
Fulfillment of the eligibility requirements as stated above including the recommendations from a high school or administrative staff and a community person.
Review of personal and educational goals to reflect ability to meet requirements for college entrance, involvement in community service, and intention to complete an academic degree at Shawnee State University.
The scholarship committee considers applications based on the above criteria and offers the scholarships in the order of the committee’s designation and the decision of the Kiwanis Scholarship Committee shall be final in the determination of all scholarship awards.
How the Scholarship is Paid to the Winner
When the winner registers as a full-time student, the treasurer of Shawnee State University credits the student’s account $500 per semester for their freshman year of studies.
The scholarship is canceled if the student fails to maintain creditable scholastic and/or personal standing, transfers to a college or university other than Shawnee State University, fails to maintain a full-time status, or fails to provide proper documentation. If the student drops out of college, the scholarship committee reserves the right to determine whether the scholarship will be resumed.
Important Dates
February 28 — Deadline for all applications and recommendation materials to be filed with the Kiwanis Club Scholarship Committee at the address on the application or online using the application form below.
Mid-April — The scholarship is announced. (The scholarship committee reserves the right to adjust these dates as necessary.) Plans will be made for Kiwanis to present at the winner’s school scholarship awards event/assembly.
First Wednesday in May — The winners and their parents will be invited to a club membership lunch meeting to receive their scholarship.
Our guest speaker this week was Tammy Moore Morton, Director of the Scioto County Job & Family Services office. She spoke about elder abuse, which impacts individuals aged 60 or older. Our local office receives more than 30 referrals every month. Sadly, much of this abuse occurs at the hands of family members.
Exploitation is the #1 type of elderly abuse, followed by self-neglect, neglect, and physical abuse. Women are victims more often than men, and older adults without family or friends nearby are often exploited, as well as people with dementia. Fire is also a risk, as many fatal fires in the state are caused by people smoking while they are on oxygen. A simple $4 thermal fuse coupling that will fit on the hose and turn off the oxygen is a lifesaver for these individuals.
June 15 is World Elder Abuse Awareness Day. SCDJFS will be participating in this day by wearing PURPLE on Friday, June 13, to bring awareness to the challenges that this vulnerable population faces. What can you do? Observe, listen, and check on your elderly family and neighbors. Report suspected abuse, neglect, and exploitation by calling 1-855-Ohio-APS or 1-855-644-6277.
In other news: - The department's five child support investigators collected $8.3 million for kids in Scioto County in 2024, and August is Child Support Awareness Month. - JFS is working with Community Action on the Dads Matter program, a fatherhood initiative. - In April, JFS was providing public assistance (cash, food, and medical support) to 17,251 people in the county. There were nearly 30,000 Medicaid recipients and 711 cash assistance recipients. The criteria for cash assistance are stronger, and recipients can only receive it now for a total of 36 months. - Our county JFS won a Top award from the state. They have a 95% response rate to SNAP requests (higher than the state average), and their fraud department has recovered over $100,000 over the past year for fraudulent use of SNAP cards. -- There are currently 223 children in custody, nearly a 50% decrease from when JFS took over Children Services three years ago. However, placement costs are astronomical, especially for special needs children. - JFS is working with eight other counties in Southeast Ohio to establish a wellness campus in Gallia County, a 16-bed facility where children can go for short-term stays. - JFS is working with Community Action to establish a child advocacy center where abuse cases can be discussed and investigated in a safe space, and supervised visitation will be provided.
